The easiest way to get started is to go to http://www.twitter.com. Use the Twitter search engine to search content, or read a specific feed with http://twitter.com/feedname (e.g. http://www.twitter.com/iutweet).
How can I get a Twitter account, if I want one?
Go to http://www.twitter.com and chose 'Sign up Now' (Hint: don't use your IU passphrase for your password!)

No, there are many Twitter clients available, so it will depend upon your personal preference.
